4.1 Update fails "Custom action Close.exe not found in binary table stream"

Says it all in the header. The installer tells me it can't continue because the following files are in use, and then lists about 15 processes most of which I've never heard of and have no chance of figuring out what app is using them. I'm given the option to close all the files or don't which would require a restart. Regardless of which I pick I get a popup with the error message in the header. 

I hold out little hope for help. Looking over the forum I see the last someone from Code Sector responded was close to a year ago.
